Portuguese term (edited): /Bra. / Ministro Relator

Reporting /BrE/ Privy Councillor

The give-away of percuciente suggests that this is Brazil though not spelled out in the question.

Councillor - alt. of Counsellor - also gets across the Ministro idea, namely a Supreme Court Justice plus Government Minister.
Example sentence:

Priviy Council > Kingdom of Portugal His Most Faithful Majesty's Council (monarchy abolished in 1910)

Peer comment(s):

neutral Mark Robertson : 1. Ministro is the Br-PT term for a Judge of the STJ, STF, STM, TSE, TCU or TST, inter alia. 2. All you need to do is Google him.

You are right, as per the Dicc. Aurelio list, but - being a Portuguese dabbler - I still have no confirmation, apart from the asker's stated country, that this is from Brazil. For all I care, it could be from Mozambique or Angola // Madeira or Goa.
