"de ville" is a term open to interpretation, and full of possible implications which may or may not be explicit in the original text: a duality between town and country (de ville / rural), or between hospital and private practice (de ville / hospitalier), or it may imply community-based practitioners, although I wonder about this interpretation because the French and Canadians use "communautaire" within a healthcare context. Food for thought in relation to a slippery term.

@ S/T There is really no "slant" here — 'de ville' is a standard expression in FR which has no single equiavelent in EN, and thus needs to be adapted to each individual context; here, it undoubtedly opposes 'd'hôpital' etc.

Please also see earlier KudoZ on things like 'médicine de ville' — in fact, Asker might find it helpful to do a term search on "de ville" in order to catch any earlier mentions of it, as I can certainly recall this term has come up before in various guises.
