Assento means the same as "Entry" in portuguese in a sense of 'register or act of register'
so in my opnion you can translate it by "this entry is drawn up based in..."

you can translate also as ASSENT, like in assent in principle, unanimous assent, assent procedure, something that give an idea of arrangement
