I would need more context to offer a translation in this case but in Spain, at least, the "juzgado-decanato" is the court in charge of assigning cases to other courts within a given judicial district. This is done on a random basis known as the "turno de reparto": "Por turno de reparto del Juzgado Decanato de Madrid de 5 de febrero de
