Achei estranha a construção da frase, mas "at the soonest" é "não antes de" um determinado prazo.

Parece que quando a expressão “at the soonest”, que quer dizer “o quanto antes”, ou “o mais breve possível” está junto a uma data ou um período, eles se tornam como um limite mínimo para que isso ocorra.

O oposto faria bem mais sentido: no máximo 45 dias após a entrega.
Por isso, no seu lugar, eu tentaria esclarecer com o cliente se houve algum erro na formulação da frase original, já que em contratos isso pode ser bem sério.

Ainda continuo a achar que "nunca antes de" parece-me estar correto na frase.
Só que não sei como interpretar aqui o "soonest".
No entanto, "nunca antes de" parece-me fazer mais sentido na frase.
