English to Spanish Law/Patents Law (general) Memorandum of Understanding
I am translating a Memorandum of Understanding between two government agencies on judicial and legal fields:

The drafting agency is from South Africa:

Forms of Cooperation

The Parties shall co-operate in the following forms:
Technical support, or assistance;
exchange of delegations of ministerial personnel and legal experts;
exchange of information;
seminars and conferences; and
training or skills development of ***judicial titles*****.

I am not sure how to interpret judicial titles. Does it refer to judicial positions?

Al menos en español tiene sentido decir "cargos judiciales":

@ 678 Honestly, "judicial titles" don't make sense to me, but I found a document from Vietnam which explains that it is "law training" (herein lies the rub, they are not English-speaking). Now, South Africa, where it is assumed that English is spoken, has used this "funny" phrase. Is this a translation from another language? Can you ask the agency in South Africa what is meant?
