...Broaden the development of financial products (consumer credits demanded by the target population) regarding procedures streamlining, flexibility of payment terms and requirements including collateral and income supporting documents. It is recommended to grant microcredits (working capital) to entrepreneurs, and credits (consumer credit) for the rural segment of the population
Estoy más que consciente que "crédito de consumo" en inglés es "consumer credit" mi duda es que si "demanda" más que un sustantivo deberá traducirse como un verbo.
"consumer credit demanded by the population"?

de demanda por parte de
"de demanda" = "in demand". I would translate "de demanda por parte de" as "in demand by (or with)", although "demanded by" is not incorrect.
Usually, "evolución de un producto" refers to a growth in sales, not the development of the product. The paragraph clearly refers to promoting the credit by making it more widely accessible to target consumers, so I would translate it as:
…Extend the growth of this financial product (consumer credit in demand by target segment) by streamlining processing and allowing greater flexibility with payment terms and requirements regarding collateral and income. We recommend offering microcredits for entrepreneurs (working capital) and credit specifically targeted to the rural population.

... financial product (consumer credit demand by target population)
This is what I would say, or similar words:
Financial Product: to expand (broaden) the development of the financial product (consumer credit demand by target population) in terms of streamlining procedures, the flexibility of *terms (time limit) and requirements such as guarantees** and income support***. It is recommended that we offer**** a micro-credit initiative for entrepreneurs (working capital) and similarly, one for the rural segment (consumer credit)****.
* plazos > term/time limit/date/instal(l)ment, and I do think that you
have to be so specific to include "payment".
** I would just stay with "guarantees".
*** Nothing in the text suggests "documents". It is just the requirements
listed.
**** Your suggestion.
***** I assume your addition for clarity purposes.

: Both "by" and "of" is what I meant. I think either preposition works just fine. An 'the' is optional. >"of [the] target population" as well?

What do you mean "as well"? Don't you say "products/ adaptation of current products to fit constraints demand by target group", for eg.? I don't see need for "the", as "target pop." is IMO, being used in the generic sense. That's how I see it. Thanks.

: In this context (credit and loans), "collateral" is the correct translation of "garantías".
