I'd say the entire text is a mess : ) What he meant was Устройство заграждения переезда, which is essentially the same. The letters УЗП don't exactly correspond to the first letters of the preceding three words.
I take it, then, that 'ЗП' corresponds to 'запирающие'.

Judging by the context as I understand it, this is about railways and railway workers - and I think this handwritten note goes on to say that crossings will become unguarded, automated (I've only just deciphered this last bit). 'Barrier devices' makes sense here.
