Without further context, the only meaning I can get is from DRAE, "tallar" 3. tr. Medir la estatura de alguien.

Most likely a recruit, or someone who needs tailored clothes.

A little bit more context would assist to help you better, but I don't know of any other meaning that "tallado" (p. participle of "tallar") could have here.

Sorry, I meant to write "to be kitted out", as in getting fitting clothes.

Definition 2 in the Oxford bilingual confirms this idea:

Also, Reverso gives a couple of examples with "kitted out", which would most likely be the purpose of "measuring up" D. XXX...

There isn't a lot of context, as John says, but I understand that this is about a traffic accident report and the minor is taken to a medical facility. I have found tallar as a synonym of the following:
tallar
valorar, tasar, evaluar, entallar

From the context, it's a possibility that "que el menor fuera tallado" just means that the instructor insisted/urged that the minor be assessed.
Example sentence:

If you’ve been injured in the accident you need to be assessed by a doctor as soon as possible after the incident
