I can see how it might look like "benchmark", but here it seems to possibly refer to something quite similar to TFP (total factor productivity), and perhaps more specifically the knowledge base inherent in labour productivity or something to that effect.

There also seems to be an outside possibility that it could refer to the regulatory framework (documentation regarding practices, rules, etc., for example minimum standards or procurement processes for goods, services, and combined goods/services production), which would be de facto priced into various indicators of production potential (in whatever data or conceptual form you want to refer to it in).

Is there an equation listed with reference to a particular theoretical framework, which is often included as a part of ensuring reproducibility of scientific outputs?
