To me I think it would be more of an "industrial building." Industrial buildings can have office space.

: I think it needs to be emphasized very light industrial — otherwise it might be a steel mill, which would certainly NOT be covered by this source term!

I agree, light industrial, as in "industrial complex" rather than production plant. I like to do google image searches of the source/target terms. I find that "industrial building" is the most consistent visually

Does of course depend on what the building actually contains, and on what the rest of the context says... i.e. is it opposed to anything else, what other categories of buildings might be mentioned.
I'd say it means 'some kind of business activity', which means it is commercial rather than residential premises. Think of 'zone / parc d'activités', which is generally a 'business park/ estate' — possibly some very light industrial, otherwise services sector and possibly retail. Unlike in FR, 'commercial' in EN doesn't by any means automatically imply 'retail'.

: We wouldn't normally say 'house' for a building like this, unless it was the actual name of a building ('Barclays House') or the name of the company or type of company ('House of Fraser', 'banking house')
