Or else... ...the preposition 'to' is superfluous, and the rest of the grammar is flawed; I instinctively read this as "...help people to not .."

Should it read "... help to PREVENT individuals...", for example?

neutral Tony M : 'moving down' conveys no notion of 'downwards', cf. 'walking down the road'; it does, however, connote the idea of starting to go in a certain direction (that might afterwards be difficult to reverse).
