Zin in een krantenartikel. Ik denk vooralsnog aan een vrije vertaling als "De wet verplicht ... ook om niet achteloos te tweeten".

in deze context (ik heb het hele artikel bekeken, dat o.a. hier staat: http://www.out-law.com/en/articles/2012/august/twitter-and-t... ) begrijp ik 'arise' niet zo goed, je zou eerder 'exist' verwachten.
misschien bedoelen ze dat de maatschappelijke ontwikkeling die kant op gaat. of het ook een wettelijke verplichting kan/zal worden, blijft volgens mij in het midden, dus dat zou ik ook in de vertaling niet expliciet benoemen.
