I wonder whether they are referring more to the general structure of the national fishery, or perhaps the specific equipment and strategies used. For example, in mangrove shrimp fisheries, this could be the specific structures built to accommodate the shrimp farms, whereas it could perhaps even refer to the specific tools (nets, boats, etc) used in fisheries at sea. "in terms of development" seems safely general, but perhaps too general ... although that depends on what they actually mean, and could also effectively represent the vagueness of the original.

fisheries The fisheries Act applies to all forms of fishing in the country concerned (a francophone west african country). The text in question is in a chapter of the act entitled "Legal and Institutional Framework of Fishing Activities / Plans for the development and management of fisheries".

In terms of / regarding / concerning... take your pick for "en matière de". But aménagement can be translated various ways depending on the context. Possibly just "planning" or here it could be "landscaping" for example...
