наверно означает "поправить/улучшить" или может быть "завершить" ??

Ведь в статье имеется в виду, что ученые разработали модель и, возможно, создали прототип, НО промышленных испытаний не провели и в производство не запустили. О том, работает ли эта штука или нет, речи нет. Речь о коммерциализации изобретений, а точнее - о том, как она не имеет место быть. :-) Т.е. речь о полном отсутствии всякого присутствия продвижения инновационных идей. Отсюда и слово "свалка" в названии статьи.

"to tinker" -to play, to adjust "доводить до ума" - to make the mechanism "intelligent", a little bit more than "tinkering".

That's right! Explanation is not considered to be a translation. You have to translate slang into slang, pick up a scientific tone, if you translate science.

Tinkering would also do if we knew a broader context having the meaning to play with or move the parts of machine without direction, as to discover a fault.
