¿Cómo traducirían "se han registrado avances"? Se me ocurre "progress has been made to..." pero no sé si debería decir algo más fiel al original como "progress has been recorded" o algo así.

Your instincts are correct. I would not make this more literal, and this was my first thought before seeing that it had occurred to you too. HTH

also "we/they were closer to a solution with regard to" or "they had been making progress towards", etc. But why complicate things. I also think that using the impersonal passive here will help you avoid worrying about whether you should use "we" or "they" in an active sentence. HTH
