Now in the Mexican system, "demanda (juicio) de garantías" or "suit for rights" is actually just a synonym for an "amparo" (no English translation) which is NOT the same as an appeal case (toca).
You can find my treatment of "amparo" in the Glossary. The Mexicans like to use synonyms for things, usually avoided in English, but I am completely sure of my translation of that term.
What I am not completely sure of is the overall CONTEXT, because I might have to see the entire document for that, and I am not up to it.
