what do they mean by "tijdsopname" - inspection carried out over a period of time ? The inspection concerns mainly corrosion and damage to a 12- year old structure

Andre, they mean that the inspection is done at a certain time and is only valid for a certain period as the circumstances (and deterioration) will change again

time-related inspection

'time-related inspection' might do the trick here. Agree with Harry that 'momentopname' is what is probably meant.

Example sentence: The inspection is time-related and valid for / has a validity of six months.
