I think the penny may have just dropped here......
What i believe this passage is saying is that if there is some fault that does not require the suspension of traffic, a train will proceed under automatic conditions, but with a qualified staff member riding in the driving compartment, to carry out a visual inspection of the affected section of line. This would explain what is meant by 'reconnaissance' in this context.
I'm sure you will find an effective way of paraphrasing this more succinctly :-)
