: I don't think this works in English.That has no meaning - that's the number of hits combined for each word. I just looked and couldn't see an appropriate example on the first pages at all

The "capacity-building" thing used ad nauseam in corporate literature is "renforcement des capacités" in French. That's standard glossary stuff. The term is ubiquitous.
"moyens" and "capacités" are synonymous in this type of context.
