Hi,

My full sentence is: "X offre des services aux entreprises en exploitant des infrastructures fibre optiques mobilisables sur certain territoires du département".

The context is a document about a contract to operate and develop a digital network that will serve areas with no or little access to broadband.

It's the "mobilisable" bit I'm having trouble with. Is this referring to the use of other utility networks for fibre?

Because it is usual to use the singular form as an uncountable noun. You might have "gas, electricity and telecoms infrastructures", to indicate that they are totally separate (or use the singular), but "electricity infrastructure in France and Canada".
