Hi,
My full sentence is: "X offre des services aux entreprises en exploitant des infrastructures fibre optiques mobilisables sur certain territoires du département".
The context is a document about a contract to operate and develop a digital network that will serve areas with no or little access to broadband.
It's the "mobilisable" bit I'm having trouble with. Is this referring to the use of other utility networks for fibre?
Many thanks!

NB The sources below differ on the use of hyphenation. I tend to go for a hyphen if "fibre-optic" is used adjectivally.
