Non-PRO French to English Marketing Real Estate Homes
This is in a lease. Google images shows a grand staircase for escalier de maître, and it shows actual rooms and houses for water-closet de maître. This Proz link says we're talking about an upscale home

Is there a general meaning/connotation for maître in this context?

What would be the difference between water-closet de service and water-closet de maître?

Master

Toilet, water closet or bathroom of the master of the house is separate from that of others(the service people)/ maids/ driver, etcetera..

agree Tony M : In many cases, 'master staircase' or 'master bedroom' is all that is needed; for the WC, it's a bit trickier, as we wouldn't talk about a 'master WC'; possibly just 'WC', and then 'staff WC' for the other one? / "master WC" might be confusing.
