Is this simply "fixtures, fittings and equipment" or is it just emphasizing "appartenances et dépendances" that I'm translating as "appurtenances and outbuildings"?

I'm also not sure to have correctly understood the first four lines but I'll post it as a separate question.

I think it's the latter, and refers to the structure rather than what's inside. As such, as you suggest, it's emphasising "appartenances et dépendances" and is basically redundant. I'd leave it out with a translator's note explaining why, though that's just my opinion.

I am pretty sure about the meaning, but less certain about whether there is a particular form of words that needs to be used in English and, if so, whether I have hit on the required term.

I note Phil's comment in the Discussion about this being redundant, but that is a risky thing to assume as there could be some subtlety of meaning in each form of words that indicates that they both need to be included and that might make a legally important difference in some cases.

IMO a literal translation is not the best possibility.
