The articulation of administrative management - otherwise known as the "police" - and the population through rules or standards has been superimposed on the articulation of sovereignity and the people through the rule of law [or based on the law]
you have to get down to the BASIC, subject verb object structure by DROPPING the French à x which is not necessary in English...It is stylistic and elegant in French and in English is nonsense and undoable.

Articulation is very important here....it means the links and ties and bonds...and I would strongly suggest leaving it as it...it

But you would need to turn the sentence around. 'The articulation between administration and people .... has been superimposed to that between sovereignty and population'
The idea is not the replacement of one by the other, but the continuation of the first and of its articulation with the people (i.e., its hinge, link) and another layer of regulations, norms and structures laid over them. Laws still exist but know we have also policies on top.
