Cette accusation aurait en fait été inventée par les gardiens de manière à le punir pour avoir mené des enquètes en utilisant ***la manière forte*** pour retrouver de l'argent qui lui aurait été volé.

harsh tactics

forceful manner or harsh tactics....

I presume that the other person here is another employee of whatever institution it is, not a prisoner for example. They (the gardiens / guards) made up an accusation after he use forceful tactics in investigations to discover who had stolen money from him.
