it's just a way of saying a 3-year degree ('licence') as opposed to the old system whereby you did a DEUG (the first two years) and then a 'Licence'.
However it can also mean the person is in the third year of their degree.
Given the context I would say this means they've successfully completed their degree.
Somebody saying they were in 'Licence 2' for example would mean they were in the second year of their degree/'licence'.

: Meaning that you can apply for a place on the 3rd year of the law degree if you have done a couple of years on a course other than law, for example. That is what this person may have done. In any event, this person completed the 3rd yr of his first degree

If you do a search with "licence 3" in inverted commas and then just stick "droit" without the inverted commas after it, you get quite a fex examples of how this might be read.
