summonsed means a formal summons was issued, to appear on pain of penalty
summoned simply means imperiously told to come, but not in any sort of legally-enforceable way.
I have often been summoned to go the the Headmaster\'s study, but luckily, I have never yet received a Court summons.
According to Robert:
to summons = citer, assigner (à comparaître)
to summon = appeler, convoquer, etc. --- though interestingly, they also offer the same suggestions as for \'to summons\' above.

As it doesn\'t say where to, I\'m inclined towards the \"received a joint summons... from the Customs & Excise\" meaning -- but as I say, I\'m no legal expert.
