This word order unfortunately maintains a certain ambiguity, inasmuch as it doesn't explicitly make it clear that it is the database that is qualified, not the users; however, I don't think that is a problem, since your wider context ought to make it clear (I hope!) Otherwise, you might consider 'qualified database of users', but that sounds clunky to me.

'qualified' usually means that the data has been validated in some way, just as we may have 'qualified leads' in sales.

neutral SafeTex : Hello: As Tony says himself, the word order gives rise to and favors an alternative interpretion of the phrase. To disambiguate, I'd go for the 'chunkier' phrase that Tony also posted

Thanks, S/T! Depending on the wider context, it might or might not be clear; for example, if there are qualified d/bases of other things... in any event, I think asker probably has enough of an idea now to help him decide.
