This is in a caption. I presume it means it "gets a lot of weather" but can't think of a succinct way of saying it.

I guess here you'll have to find the verb corresponding to what the text is about.

Were it "lieu de tous temps fortS fréquenté par ..." it could well be something to do with the weather, particularly since the weather could be rough atop a pass, but here "fort" (unless misspelt) goes with "fréquenté", "much frequented".
