What does populi mean here please - I thought it maybe was to do with the poplars but my cleitn says it is populi= people

The ref. Hooksett gives above continues to mention "populiculture" which I take to mean the growing of poplars, not of mandrake root.

Not at all clear that it's a 'contraction' of population and environmental. Populus isn't just a dead-language word for 'poplar', it's the scientific (Linnaean) name of the genus. The asker's text could indeed be about managing the environment for the poplar forest.

Ne pas confondre populus,i masculin et populus,i féminin.
On parle de peupleraies juste avant, une peupleraie est plantée de peupliers, c'est pourquoi je pense qu'il s'agit ici du 2e sens de populus. "Populi-environnemental" est une invention un peu pédante, à mon avis !

In praise of this neologism:
It's admirable. Rather than obscuring the ultimate cause of all environmental problems -- global warming, deforestation, pollution, soil erosion, endangered species, etc. -- behind a recondite word of Greek origin (anthropogenic), this term connects the environment directly to the agent of its degradation: people!
The planet is overrun with 'em.

This joke has gone on long enough, so I will withdraw it. The thing in question is described as "un cahier des charges populi-environnemental (distance de retrait par rapport aux berges, époques et techniques de lutte contre les adventices, diversification des cultivars, …)".
The subject seems to be peuplement des forets, i.e. populating (planting) them with trees. Not poplars necessarily, but trees.
Still a neologism, though. :-)
