I know what it means, I just can't think how to say it :)
It's basically the opposite of deep-sea fishing. But it's NOT coastal fishing as this is listed seperately.
This is just about all the context I have:

Is there anything about 'petite pêche' that automatically makes you think it ISN'T deep-sea too? The fact that they contrast it with 'inshore fishing' (I'd prefer that to coastal, myself) makes me think it is more about the scale of it than about the distance from the shore...?

I considered independant fishermen but can't you have independant deep-sea fishermen? Small-scale is probably OK but I wondered if there wasn't some official term? |
I don't know a lot about commercial fishing but I get the impression from my research that the scale and the distance from shore are [somewhat] linked. What I think I need is something between coastal/inshore and deep-sea. Is there such a thing as off-shore fishing in a commercial sense? |

I agree with Tony M that "inshore" and "smaller-scale" are not mutually exclusive. The "ou" in the French sentence may be referring to the two types as alternate terms/contexts as opposed to separate activities.
