French to English Bus/Financial Construction / Civil Engineering study concerning building of tourist facilities

I know what these words mean but I don't understand what they're getting at in this sentence. According to my research, "mise en situation" means a "simulation" though I'm not sure that's correct in this context. Are they talking about actual models of rural motels or something more abstract? This is from a proposal by a consulting firm to conduct a study regarding the building of tourist facilities in rural areas. Thanks, Karen
