It seems to me that "workshop" on its own would do, unless certain specific conditions (i.e. no dust, etc.) are required to do boilerworks.

This is one of several work areas/workshops in a company that does boilerworks, and it contains heavy-duty machine tools. Hardly a need for a sterile environment. Maybe more like a stand-by shop.

What use is the building going to be put to? I.e. manufacturing computer chips, laboratory, etc.?

Not convinced "clean workshop" is really English though. The Chinese seem to be particularly fond of it, e.g.:

Ah, well, in that case maybe it is the place were "montage en blanc" (trial erection) is done. In the case of many large prefabricated structures, before shipping to site for erection, they (or parts of them) are assembled in the workshop to check that what looked good on the computer drawings actually works in practice, and also to check that machining tolerances are OK, etc. In which case, "trial erection shop"?
