For "anti-retour de flamme", "flame damper". 100% certain.
There are a few possibilities for "arrêt" including "shutdown" (or "closedown"), a mechanism that shut down the burner in case of a flame blowback (as in the emergency shutdown we hope all nuclear reactors are equipped with).
