: cohabitation means anyone sharing a residence eg 2 friends, etc... and not specifically an unmarried couple which is what this "attestation de concubinage" is for.

: I think cohabitation does work, I disagree with Bourth, it certainly does imply that you are part of a couple in English. (I would use it about myself - not married but cohabiting) - just google "cohabiting" and scan through the links

: See my comment under "concubinage". If they cut off people's benefits and evict for "cohabitation", then it does not necessarily mean just sharing a residence. That is flat sharing!

it is a legal certificate given by the townhall stating that a man and a woman are living together without being married.
It is used by any couple to obtain, among other things, similar social benefits than married couples, or also similar rights with regarding to children etc...
It is a legal document in France and I would tend to think that it would be recognized in the EU but that needs to be confirmed, I do not know about other countries.

: But Asker needs to know that it is not the same as the much more recent "PACS" civil partnership which also covers gay relationships. The concubinage certificate certainly never did years ago. I wonder about now ....

: Concubine (in English) is never used about a man and is derogatory when used about a woman's status. When local authorities or the DHSS are trying to evict people or cut off their benefits, they seek evidence of "cohabitation".

QUID (1994) says:
"Les certificats de concubinage ou attestations d'union libre (délivrés par certaines mairies que rien n'oblige à le faire). Ils n'ont aucune valeur juridique (which, apart from the homo aspect, is why they ended up introducing the PACS)..."
Given the very informal status of the document in France, I think it unlikely there is a formal equivalent in other countries (though there might be equally informal near-equivalents).

I agree with others that "cohabitation" doesn't really work. Room-mates, flatmates, etc. "cohabit" but in most cases sleep in separate beds.
Churches, governments, and the rest the world over don't want to know if people, male, female, or both, live together. They are only interested if they're having sex together. Funny isn't it? As if having a say in what people do in bed, and with whom, by exercising some sort of control over a basic instinct, gives those authorities control over the people ...
