This is puzzling me. It is a paragraph in the results of an audit on quality management (design and manufacture of a mobile phone).
Remarques
La réponse apportée à l'exigence n'est pas satisfaisante car elle ne couvre pas certains risques.

Il s'agit des écarts par rapport à des exigences fondamentales qui remttent en cause la confiance dans les résultats des activités.

I'm presuming that within the procedure, there is such a thing as "ouvrir une remarque", either by filling out comments in a "remarques" document or by filling out a dedicated field in a database.
It's about the only sense I can make of this sentence.
In the next paragraph, it says that no incidence of non-compliance had been found but it's interesting that they don't use the same turn of phrase here.
You would expect "Aucune non conformité n'a été ouverte" wouldn't you?
It still wouldn't make sense but at least it would be consistent!
