It is the structure of the plant (I would say this a chrysanthemum), the petals are set in a honeycomb structure.

I can see 2 solutions for this flower :
either it is a bobble Dahlia, or it is a Franch marigold, but I would tend to the first one. I do not think it is a Chrysantheme.

Parmi les variétés proposées, on peut trouver celles à gros capitules, les chrysanthèmes à fleurs alvéolées , les chrysanthèmes spiders, etc...

The pompom chrysanthemum it one of the staple cut flowers for retail florists. More than 90 million mostly imported bunches will be sold in the U.S. in 1990.
