Il s'agit d'un programme d'études scientifiques pour la surveillance du mileu marin d'un site ou des effluents miniers seront rejeté en mer.

I'd say a plume (also trail or wreath) unless you mean panaché as in a beer shandy. In your case that could be variegated or streaked. You'd have to know what substances you are talking about or which effect is considered: colour, chemical, for the physical shape especially on te surface, plume would be OK.
