Not a term I've come across, but it seems it could be a spare wheel cover (see references).
Or possibly (if this is not referring to a modern car - and marche-pied would support that -)a wheel cover in the sense of the panel that you had to remove on some cars (Citroen CX?) to get to the rear wheel.
