The following sentence appears in a text discussing patient autonomy in healthcare. Can anyone help with suggestions of how to translate 'faisant miroiter' as in dangling something tempting in front of one's nose, but within an academic style of writing.
The valorisation of autonomy is also an important element is the discourse promoting self-medication, on the part of the health authorities, but also from the public authorities who, mainly for economic reasons, esteem this domain to be insufficiently developed in France, and support its promotion by painting a glorious picture/extolling the benefits of patient ‘autonomy’.

Thanks, mpoma! Sadly, I don't think the register of your suggestion fits, which is why Asker had originally rejected that very term

: 'boasting' would be the wrong meaning (= se vanter de... — in EN, can't be used as 'vanter' is in FR). As Asker says, 'dangling' not really appropriate for the required register, which Asker says is 'academic', NOT sales!

"To boast" a un autre sens qui est "vanter" (comme vanter le merite de quelque chose). To dangle is OK because salesmanship is what we are talking about.

: I think this could begin to work if it were 'painting a glowing picture of...' — but I'm still a bit worried about register.

dangling the prospect
Personally I don't find the chosen answer very suitable, because not strong enough, not very colloquial and not, indeed, really having the appropriate degree of "cynicism" (despite TonyM's insistence that it does).
I don't think "dangling the prospect" is the wrong register, either: it is precisely the same register as that used by the French in this expression in the ST.

Tony M
: Asker has already said they had rejected this term as they are looking for something in a more formal register.

Discussion
Another version:
The valorisation of autonomy is also an important element in the discourse promoting self-medication on the part of the health authorities but also the public authorities. Although it is mainly for economic reasons that these latter believe self-medication should be further developed in France, they seek to promote the practice using the lure of patient 'autonomy'.
