Embore eu tenha gostado da sugestão do Martin, entendo a frase assim:
"... é revestir (no sentido de cobrir/tapar) a superfície com a quantidade mínima possível de verniz."

selar a superfície
O termo mais usado na construção civil é "selar", tanto para concreto, tanto para madeira. Sendo que o contexto mencione “lacquer” que é verniz, poderemos supor que se trata de madeira, e a maquina “filler machine” está aplicando um tipo de fundo selador a base de laca.
