Creio que a frase toda pode ser ou querer dizer algo como isto:
"What if we wanted to have something local again like the USB stick we have, this running (and) at the same time open that again?" ou "... this running at the same time (and) open that again?"
Creio que a 1ª opção é mais possível. Como se pode ver, creio que poderá faltar uma vírgula e um "and"/"e", ou, não faltando, eventualmente podemos subentender a sua existência.
Então a tradução pode ser algo como: "E se nós quisermos ter novamente algo local como a pen USB que temos, esta em execução e ao mesmo tempo abrir aquilo de novo?" ou "...esta em execução ao mesmo tempo e abrir aquilo de novo?"
Creio que este último "that"/"aquilo" refere-se ao modelo 3D, ou talvez ao ficheiro Word.

Acho que podemos ignorar o "We have that". Não faz diferença, pois está se referindo ao acesso à Internet, que acabou de ser detectado.
