vale lembrar que existe aqui uma questão cultural. No Brasil não diferenciamos tios e tias entre de "sangue" ou "agregado". Tios e tias, mesmo que através de casamento, possuem o mesmo status. Se você sente que precisa fazer a distinção, eu sugiro que a faça assim: "ele é irmão da minha tia, a que é casada com fulano de tal..."

: Oliver, I think you missed the subject of the phrase. The subject (male) is the brother of a lady, not of another man.

: I think there's a little misunderstanding about the person of whom the subject is brother. He aunt's brother. Therefore, maybe the best option would be "irmão da esposa do meu tio".

Gosto da sugestão do Sormane. O problema, a meu ver, é que ao dizer "irmão da esposa do meu tio", nada garante que esse tio é o meu parente consanguíneo. Ou seja, é perfeitamente possível que esse tio seja "by marriage", e não a tia.
É preciso achar uma construção que estabeleça claramente que o tio é o parente consanguíneo (e não "by marriage") ou que estabeleça o contrário - que a tia é não consanguínea (ou seja, "by marriage").
Talvez alguém surja com uma solução mais elegante, mas deixo como proposta
