Frame Relay connections allow difficult-to-connect retailers access to an advanced and private packet-switched network. Because of long lead times and extremely high costs, frame relay is recommended only in cases where a retailer does not have access to wireless technology. In similar deployments, Frame Relay is required for less than two percent of retailers. While ΧΧΧ recommends Frame Relay as a fallout technology only, it has a typical availability of 99.9 percent. The proposed network design solution for the Lottery anticipates an estimate of up to 24 retail locations served by Frame Relay technology.

In the military, a fall-out is someone who lags behind his unit formation. This is most often associated with unit runs, such as the Battalion run. A fall-out will be encouraged or antagonized by members of his unit to catch up and remain in formation, most often because there is incentive for remaining together. A person is usually considered a fall-out when he stops trying to maintain pace, falls behind too far to catch up, or is out of formation at the end of a run.
