Just of interest, as your current question is similar.

This morning, in a London Newspaper(The Standard)

'' From next Monday London will have a new 'cycling and walking commissioner'. He faces the difficult task of of trying to get unsupportive groups-Councils, residents, motorists- to support the Mayor's cycling strategy. I also hope he will address driver's behaviour''
So, he/she will be a 'walking and cycling Commissioner', which carries duties on a lot of other aspects, that have not been defined or USED in the title' This is similar to 'the 'clinical commissioner', his/her various responsibilities do not have to be specified as THEY GO WITH THE JOB!!!
So, I am sorry but I disagree with Savvas.

@ Dimitris. I agree, 'commission' can be a noun or a verb. Here 'commissioner' is not somebody who performs 'purchasing of items or services' as in the case of, 'I commission an artist to draw my portrait', like you said, ' παραθέτω'.
Collins English Dictionary:-
commissioner= a person appointed to perform a 'certain' duty.
The 'duty' in this case, is 'clinical overseeing' ie. seeing that a policy is delegated and properly performed, as Savvas rightly indicated.

Ι stand to be corrected but, the 'commissioner's job is to 'delegate' and 'oversee' policies for that particular case he/she is employed for. There are 'Commissioners' for various branches of Administration, such as 'Police Commissioner', ' or 'Commissioner for Oaths', each one doing the job of who he/she is Commissioner for. In this case he/she is a 'Clinical Commissioner', and it is unnecessary to define, yet again, what he/she does. That is in the understanding of the DUTY of the Commissioner.

agree Savvas SEIMANIDIS : Kαλησπέρα και καλή χρονιά! Όντως πρόκειται περί διοικητικών επιτρόπων επιφορτισμένων με την βελτίωση των παρεχομένων υπηρεσιών στα νοσοκομεία του βρεττανικού ΕΣΥ. Για να είναι λοιπόν πλήρης ο όρος συνιστώ την προσθήκη των όρων ''ανάθεσης και επίβλεψης''

neutral D. Harvatis : Το σκέφτηκα κι εγώ, αλλά νομίζω ότι το «επίτροπος» δεν ταιριάζει, γιατί το commission εδώ δεν έχει την έννοια της «επιτροπής» αλλά της «ανάθεσης» (δες τον ορισμό που παραθέτω).
