Although the first planning legislation in the UK dates back to 1909, the development of a planning system in the first half of the century was very slow. Four post-war phases are significant to the development of public participation:
- The 1947 Town and Country Planning Act introduced a comprehensive vision for planning, including limited liaison with local communities
- The 1968 Town and County Planning Act, made, for the first time, public participation a legal requirement in the preparation of development plans.
- From 1979 onwards planning changed direction towards a more market-orientated approach. During that time local opposition to developments raised its voice.
- In the 1990s there was an increasing concern for the lack of public involvement in a range of government initiatives and initiatives were taken for the growth of urban governance. At the same time environmental issues gained priority and there was a shift towards an ‘audit culture’ in which customer feedback plays a significant role. The most recent legislation is the Planning and Compulsory Purchase Act 2004.
