What is a call-in? Where there is concern about a decision which has just been taken, there is a formal procedure to allow it to be “called-in” so members of the Overview and Scrutiny Committee can review it before the decision is implemented. It is a key way of holding the Cabinet to account. A called-in decision cannot be implemented until it has been considered by the Overview & Scrutiny Committee, which can examine the issue and question the decision-taker on the actions taken. Call-in is intended to be used only in exceptional circumstances, the procedure being seen as a last resort through which Councillors may demand scrutiny of a decision they believe to be contrary to the authority’s decision making principles.
