overdragen... met decharge

Dutch to English Law/Patents Law: Contract(s) project procedure
This comes from a questionnaire to referees of applicants for a contract. The questions read:
"Is de systeemdocumentatie overgedragen aan de staande beheerorganisatie met decharge?" and
"Is het projectarchief overgedragen aan de opdrachtgever (met decharge)?"
I get the feeling that something is missing here. With discharge of what? Or is this an accepted phrase describing a set procedure? TIA
