Referring to Chinese chess here, I think -- if any chess lies immediately adjacent to the horse on the same grid line, the horse's way will be blocked in that chess's direction.
A situation called "绊马脚".

The correct term in Chinese chess is 绊马腿
As you probably know and as NK desribed, in Chinese Chess rules, 马 is prevented from jumping diagonally across in a 日 pattern if another chess piece is sitting immediately in front of it. This situation is called a 绊马腿
So here the author/speaker is borrowing the term and using it in poltics. As you said, Bush wanted to get the chess piece blocking the horse's movement(Wolfowitz) out of the way so the horse(Rice) could be placed where he intended to place it

For those who don't play Chinese chess, maybe it's not such a good idea to use direct tranlsation. 不要拌到马的腿儿 simply means clear the way for something to happen. If the target readers don't know much about Chinese chess, then perhaps "clear the way" would be easier to understand.
