I think CAPITAL form will be used only in words not orally
Capital numbers are often used in business documents refering the accurate price or quantity, in English, we use the full spell of the number, eg. 19,285 dollars should be wriiten as "Nineteen Thousand Two Hundred and Eighty Five" dollars. But orally, I don't think we use the capital number. And also I don't think the number you have described after is correct, it confuses me.
